Hats are OK in Praha

As a bookend to my "Bonus Prize Question" post fro Budapest, I present the following image from near Old Town Square in Prague.
Unlike the Hungarians, the Czechs are apparently OK with Men in Hats and Small Girls Also in Hats holding hands. Which just goes to show what a decadent city this is.

Notice that in Prague the kid is leading, and in Hungary the grownup is leading. Perhaps there is something vaguely anti-communist in it all. Maybe the child is the satellite state, and the grownup is Soviet Russia. Thoughts?
